The Jefferson County trustee is elected at large for a four-year term. The current trustee is Ginger R Franklin. Ginger has served as Trustee since Sept. 1, 1994. Serving as trustee, Ginger has invested the county’s idle money, earning over $5,116,522.00 for the county. The money earned has helped keep a low tax rate and is deposited directly to the debt service fund which is used to pay on the county debt.

The Trustee’s Office serves as the treasurer for Jefferson County Government. The three primary functions of the Trustee’s office are:
- Collect taxes on real and personal property.
- Maintain the records of all revenue received by the county government.
- Invest any idle money.
The trustee must maintain a permanent record of every check written by each department. The trustee files monthly and annual financial reports. A third important function of the county trustee is managing the cash flow of the county, and investing idle cash funds. The primary purpose of investing idle cash funds is to reduce the burden on the taxpayers. Investments must be made according to state law.
